KINGSTOWN, St. Vincent, Oct 14, CMC – Prime Minister Dr. Ralph Gonsalves has written to the President of the Dominican Republic Danilo Medina expressing his country’s “deep distress” at the recent ruling by the Constitutional Court that could render stateless, thousands of persons of Haitian descent.
In his letter Gonsalves said the court’s decision was “unacceptable in any civilized community”.
The Washington-based Inter-American Commission on Human Rights (IACHR), as well as former Jamaica prime minister PJ Patterson have criticized the ruling made on September 23, with the IACHR saying that it “retroactively modifies legislation that was in effect from 1929 to 2010, and thus would strip Dominican citizenship from tens of thousands of people born in the Dominican Republic.
“In many cases, these individuals could be left stateless, which violates the American Convention on Human Rights. Moreover, this judgment has a disproportionate effect on individuals of Haitian descent,” the IACHR said.
Patterson said the 15-member Caribbean Community (CARICOM) grouping needed to strongly condemn the developments in the Dominican Republic.
